
A finance expert from Andrews University, Prof. Williams Peprah, has advised the government to consider partially privatizing the Electricity Company of Ghana (ECG) to address the energy sector’s debts.
Speaking on Joy News’s Market Place on Thursday, February 13, 2025, Mr. Peprah noted that the government should seek to privatize ECG in the area of revenue collection, where he believes the commercial losses are outrageous.
He believes that if the government employs private players to ensure smooth collection of revenue from electricity users, it will enhance the system and help solve the issue of debt in the sector.
“If we have other players coming in to help ECG collect the revenue, this will really enhance it. I know the current government has mentioned that they are highly looking at this privatization agenda and especially the downstream, where they have to focus on the revenue collection.”

Mr. Peprah cited technical losses as an angle that could be reviewed to tackle the sector’s debt. While acknowledging GRIDCo’s efforts in minimizing losses, he stressed that involving private partners would further enhance the efficiency of electricity distribution, making it easier to achieve this goal.
The expert further advised that the energy sector levy be revived to ensure that money is made available to pay for the debts of ECG.
“There is an energy sector levy that. That strategy that was put in place must come back to ensure that money is made available in the synching fund to be able to pay for the debts,” he stated.
