What exactly is ORAL, and how does the incoming NDC gov’t intend to execute it?

ORAL, which stands for “Operation Recover All Loot,” is a flagship accountability initiative introduced by Ghana’s National Democratic Congress (NDC) under John Dramani Mahama’s leadership. The program is designed to recover funds and resources allegedly misappropriated or looted during previous administrations, regardless of the political affiliations of those involved.

Key aspects of ORAL include:

1. Investigations and Audits: It aims to probe high-profile corruption cases, such as mismanagement in the National Cathedral project, alleged misuse of COVID-19 funds, and various inflated contracts. Forensic audits will be conducted to ensure transparency in recovering funds  .

2. Prosecution and Accountability: The initiative promises to prosecute individuals found guilty of corruption, sending a clear message that no one, including NDC appointees, is above the law  .

3. Use of Recovered Funds: Recovered monies will be channeled into development projects such as building hospitals, schools, and other infrastructure to benefit the nation .

The program will be spearheaded by Malik Basintale, the NDC’s Deputy Communications Officer, and other stakeholders. While the initiative has been praised for its focus on integrity, some critics have questioned its feasibility and the qualifications of its leadership team  .

This initiative is part of Mahama’s broader governance reforms and social contract, which include scrapping draconian taxes, streamlining government operations, and fostering transparency across public sectors .
